You need to check with your county to see what licenses they require. Because you are under 18 you cannot legally enter into a contract. You may need your parents help. Keep in mind that this makes you self employed and you need to file taxes once you 400 for the year. You wont pay any state or federal taxes if you make less than 5700. You will have to pay self employment taxes which is social security and medicare.

I'm not positive on South Carolina but i know in oregon there is nothing stoping you. I imagine with your age you could even get away without claiming taxes. But reguardless, there is "working under the table" which means basically off record. I used to mow lawns at age 10 to earn a few extra bucks, if you can do it otherwise then by all means, you live in the land of free enterprise, go out and do it.
